Hi Toni,
In this case, I would suggest you to switch your Microsoft user account to local user account and then switch back to Microsoft account and check if the issue persists. Refer to these steps:
1. Click on the start button and then click on 'Settings'.
2. In the settings view, click on 'Accounts' and then click on "Your account".
3. Now click on the option 'Sign in with a local account instead'.
4. Restart the PC and follow the same steps to switch your account back to a Microsoft account.
Try these steps and let us know the results.

I did it but no change. The issue persist.
I also tried on other PC with windows 10 and the same. Is there any way to reset my Microsoft account, because here I see the issue?

I have been experiencing the same problems with Cortana since my upgrade to Windows 10. What is even more annoying than this is the notion big companies have of doing individual troubleshoot of problems such as this one. Do you guys not realize that for every one of these types of post, there are literally thousands that do not bother to post the problem. Do a simple Google or Bing search for this problem and you will find this same problem posted on different forums; so obviously a lot of people are experiencing the same problem. Expecting consumers to do manual troubleshoots is a bit annoying when there should just be an update released to fix this problem. It is like you guys test your products under perfect conditions instead of the Real World conditions that the average consumer experiences. What are "Real World" conditions, you might ask me to elaborate. Well, that is not something I can specifically answer. But are you telling me nobody at Microsoft has ran across these problems with Cortana not being able to connect or even let you ask a question before saying "something went wrong" etc. Then obviously your products are not being tested under the same conditions in which your consumers will be using them. I have been having this problem since I updated to Windows 10 about a week ago. And I know that a week to release an update to fix such a problem might be a little inconsiderate of me; but again do a quick internet search and you will see people that have had early access to Windows 10 have been having the same types of problems for months. Saying "OK Google" to my phone, I have never had such a problem; and you want me to adopt Cortana.... Suuure I will.
PS: How can you hope to compete with Google when Bing and Cortana are still underlined as misspelled words. Please get on it Microsoft; I genuinely want to enjoy the Windows 10 experience you guys are pushing for.

This did not work for me.
When I use the microphone, I get the appropriate Cortana sound, and the window opens and then closes in about 1/4 second. It is "trying" to work, but something is messed up.

I am under the impression that they likely know about this at Microsoft, but it is likely not a really big priority. So they are letting the MVPs play with it. (I was something like that for ATT.Net a long time ago, and we were suppose to field the everyday problems. Except we got paid.)
I had installed Win10 back in the autumn of '15, but it was so screwed up I went back to Win7. Now with this upgrade that I did about a week ago, about everything works EXCEPT Cortana. It would be nice if it would work, kind of fun to talk to an inanimate object and actually get an answer, but I guess Microsoft has their priorities in more needy areas.
I am confident that they will most likely get around to fixing this. If not, I wasted $30 on a new microphone.
Good observation about Bing and Google being considered misspellings, ha!

It wasSearch Incognito that was preventing Google Search by Voice from working. Hope this helps someone. Took me couple hours of investigating to find problem. Simply go to tools,extensions,turn offSearch Incognito,and all's good now.
